A strategic training launch forum focused on strengthening Africa’s capacity to withstand cyber threats was held under the theme “Cyber Bridge.” The forum was jointly organized by the Italian Med-Or Foundation, the National Cyber Security Agency, and the Italian Ministry of Foreign Affairs and International Cooperation.
The forum was designed to support African countries in enhancing their cybersecurity capabilities. It aims to strengthen resilience against challenges in the cyber domain by integrating technical expertise with policy capacity, specialized professional training, diplomacy, and cyber governance mechanisms.
Speaking at the forum, Mr. Daniel Guta, Deputy Director General of the Information Network Security Administration (INSA), highlighted Africa’s ongoing digital transformation. He noted that while the expansion of information and communication technologies is creating new opportunities for economic growth and social development, the rapid pace of this growth is also bringing new cybersecurity vulnerabilities and threats.
Mr. Daniel stated that Ethiopia has begun implementing the Critical Mass Cybersecurity Standards (CMCSS), which encompass essential cybersecurity requirements, and that a draft proclamation on critical infrastructure is currently underway to strengthen the legal and regulatory framework for cybersecurity.
He further explained that Ethiopia’s policy, institutional, and technological initiatives over recent years have enhanced its defensive capacity, enabling the country to reduce cyber risks and improve preventive measures against cyber threats.
Mr. Daniel also noted that Ethiopia is developing and utilizing homegrown cybersecurity products. Among these locally developed technologies are secure instant messaging platforms, video conferencing solutions, and email systems.
He emphasized that these and other indigenous innovations not only reduce reliance on foreign technologies but also strengthen the domestic technology industry.
In terms of skilled workforce development, Mr. Daniel stated that Ethiopia is addressing the skills gap by nurturing talented youth from an early stage through talent development centers, thereby building a strong foundation of qualified professionals.
Additionally, he noted that Ethiopia has expanded cybersecurity curricula in collaboration with various universities, enabling the training and development of new professionals in the field.
To enhance public awareness, Mr. Daniel added that cybersecurity awareness-raising initiatives—including public education campaigns and targeted media outreach—are being actively and strategically implemented across multiple platforms.
