Information Network Security Administration (INSA) has officially handed over a modern 3D map of Adama City, developed with enhanced national capability.
On the same day, a grand inauguration ceremony was also held for the Adama City Land Digital Transformation and Digital Address Implementation Project.
During the event, INSA Deputy Director General Mr. Daniel Guta stated that the fact that the land administration system was fully developed using local knowledge and domestic experts plays a key role in ensuring national digital sovereignty. He also noted that the system was designed with “Security by Design” principles from the very beginning. He added that INSA is fully ready to scale this successful experience to other cities across the country.
Mr. Abdullaziz Dawud, Head of the Oromia President’s Office, said in his remarks that this modern system is not only significant for the city but also serves as a major foundation for achieving the region’s broader digital transformation vision.
Adama City Mayor Mr. Haile Geldu stated that the technology enables the city to manage land in a more efficient, modern, and effective way. He added that it will help provide transparent and accountable services to residents. He further explained that digitizing land-related information—such as ownership certificates, land use, taxation, and cadastral data—will replace paper-based systems and promote faster, more transparent, and corruption-free service delivery.
The 3D map technology handed over on this day digitally represents the city’s topography, buildings, roads, and infrastructure in accurate three-dimensional visualization. It is expected to play a significant role in:
Urban planning and master plan monitoring
Infrastructure development and resource management
Traffic flow control and emergency response
Tourism and investment promotion
The technology is also described as a major step in implementing Ethiopia’s Digital Ethiopia 2030 strategy.
Digitizing city information is considered the backbone of building a digital economy. Since land and citizen data are highly sensitive national assets, the system was developed using a “Security by Design” approach to ensure cybersecurity from the start. This helps protect data confidentiality, integrity, and accessibility.
Overall, the event included the inauguration of the Adama City Land Digital Transformation and Digital Address Project, as well as the official handover of the 3D city map. An exhibition related to land administration and digitalization was also presented.
